On any vehicle you're allowed to fit new (& zeroed) clocks, but "clocking" (changing the milage shown on clocks already fitted) is still illegal.

I believe that in this case clocking is permitted,...

Wouldn't copper pipe be ideal for this? I don't think that stainless steel is completely immune to corrosion, and that copper pipe is consequently used in domestic heating systems.
