Seat belts and old donors

I have had a reply from DVLA and they say that
(a) if the rear pair of seats are removed then the seat belt mounting points must be permanently disabled, e.g. by welding over
(b) older donors still...

I know that cars registered before 1965 do not...

I know that cars registered before 1965 do not have to have seat belts fitted but if I convert my post 1965 donor from 4 seats to 2 do I still have to have seat belt fittings in the empty space?...
