Is it possible you swopped the hinges around (near side fitted on offside and vice versa) when you took it off for painting?
That would explain why you had the problem.

Yes it makes a noticeable difference. Try and duct still air to the shielded filter for best results. Strangely sticking the filter in a fresh air direct flow is not as good.
