I'd take a look at the IVA manual:

I've had a brief look, and can't see anything that says that the wheels must be attached by more than one fixing...

But it does mention this:

I'd take this to say that center lock spinners are fine, so long as they don't project pass the body work more than 30mm - but that's my personal opinion and not VOSA's. To be completly sure, you could give Mark Vickers from VOSA Swansea a ring on 01792 454 354. He should be able to confirm one way or the other.
