you can think what you want..i will keep my opinion:
the seller wouldnt have pointed out some specific points in terms of registration if everything would have been done 100% according the existing laws.
lets inform the dvla about the intense of the BMW engine swap, the chronology and see if they still agree that this is all according to actual registration laws.
