Don't worry John the majority of kits fail first time, every tester is different and they all have there own interpretation of the rules. I don't understand the rear lights problem though. I had the same problem with steering wheel and just fitted standard Rover one for re-test. How is it possible for the rear brakes to lock out at less pressure than the front with all that weight?.
