Default Rover headlight opperation

Reading the Rover manual the headlights opperate a dim/dip system where the if the sidelights only are switched on and the ignition is also on the dipped beam is opperated on reduced power through a resistor so the car can't be driven with only the sidelights on.
I can't find any mention of this being a requirement for the S.V.A. but would just like to check that it's definatly not needed (because although I have found the connector on the loom for the resistor I can't find the resistor . It would also simplify my wiring as well if I could just forget about it.)
