When out on my bike I only have an open faced helmet so always keep a balaclava under the seat. That and a pair of WRS74 Davida goggles. If you don't have them and you get rain you are limited to 40mph and will be freezing very quickly.
On the plus side if it doesn't rain you can always wear the balaclava and do a bit of "rape and pillaging"
