Ok things to check. Turn on ignition and check for 12V on the green wire. Should also get 12V on the Green/Pink at both the ECU connector and fuel pump relay.

If this is ok, it could be that the ECU is doing it's normal job. It just primes for 3 seconds until it knows engine is cranking. For testing purposes, connect the Black/Purple from the replay to Earth (instead of the ECU doing it.)
