That was what I used to set out the lights and reflectors for the test, which states that you can't have your reflectors less than 600mm apart. I was planning on making up a number plate carrier which had the nice lucas replica reflectors I've got bolted to the bottom - but they wouldn't be 600mm apart...
They know nothing (Except where to look for engine numbers). But personally I wouldn't touch a thing until I had that Number Plate certificate in my hand....
