Sounds a bit steep, how long has he been driving ? I would have thought with a few years "no claims" behind him the quotes would be far better.
Did you say he would build the car , is in the Tribute "club", limited mileage etc ? That would normally help.
Is it going to be his main car or a second car for occasional weekend use ? If its the latter it might be an option to register it in your name and ad him as a named driver but you will need to be straight with the insurer.
