The seller of this car has no confidence in whether or not it will need an IVA test. It probably hasn't been built with the test in mind and chances are he might not have read the regulations. If you chance it you could register under the rebody scheme and hope nothing comes of it. Like the seller says, you could put it through IVA if that makes you happy but you'll have to spend £9k and finish it before you can find out if it will pass.
