New member here dumb question

Hi everybody,
my name is Brendan and I am a new member here. I have always been very into cars, but I have decided it is time to build my own. I have been considering doing a ground up build based on Ron Champion's book or something similar. My question is this. I live in California. Does anyone know the basic process by which a homemade car( not from a kit manufacturer) could be built and registered in California? Any help would be greatly appreciated.
