I have the rover 216 k series engine in my 5exi, and when it starts from cold, it sounds like its overfueling as you may expect, but does not fast idle. Another issue is the idle fluctuates, not greatly, but from about 900 1100 rpm.
Can anyone give me any suggestions as what mey cause this.

I don't know if its the case for the ECU on the Rover engine, but some ECU's (like the one on my BMW based Sportster) forget the engine characteristics after they have been powered off for a long time. They have to "re-learn" the engine which can take some time with the engine running (several 10's of minutes as I understand).
