What is the consensus on the handbrake surround-keep or discard the bmw e30 rubber gaitor, or use and put the leather gaitor over the top-this would mean a surround plate of 250mm in length.

I just used a leather gaitor - mainly 'cause I forgot to keep the original BMW one. Didn't cause me any problems at the SVA. I think some people have retained the rubber on and put a leather cover over the top but, as you say, it is rather long.
I've got a chopped down version of the rubber one with a leather one over the top which I got on ebay - much better fit that the one supplied.
I've found that my passengers tend to lean on the back of the handbrake when they get in / out which has bent the hand brake switch twice now so the light stays on... the more protection the better!
My IVA man lent on the back of my handbrake during the test and broke the switch. Fortunately he agreed that it had been working before so didn't add it to the list of fail points!!
