Does anyone know if the front bumpers should start beyond the line of the front wheels for iva?

I've looked through this IVA manual https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/354071/M1_IVA_inspection_manual.pdf and searched for "bumper". There does not seem to be any requirements about its position...
