IVA and registrataion of Kit cars after 2030??

The UK Government has made it clear it wants to ban the sale of petrol and diesel cars by 2030. I'm not sure if this is 'policy' , legislation or just wishful thinking.
Putting aside the big question of an available charging infrastructure, does anyone know how this will affect the IVA and registration of conventionally powered kit cars?
Currently you can build and register a car with an old engine but we've never been in a situation where a type of powertrain has been banned?

Any thoughts?

I think it will include newly built kits, they will have to go electric too. The exception being rebodies of an older existing car. I wonder if we will still be using Heralds and Scimitars or even Z3 donors in another 10 - 20 years time ? Who knows for sure, still too long into the future. The whole electric car thing will have to change and adapt with regard to batteries and charging. The current use of diesel generators to charge EV's is just mad, but what do I know !
On a side note will IVA be updated next year to include speed limiter devices as per all other new cars from July 2022 ?
