Roadster is right. It probably was designed to have a positive ventilation valve (PCV) plumbed into it and then hooked up to a vacuum port on the intake. Might want to check to make sure that there isn't a port open which would cause a massive vacuum leak. If this were hooked up in this manner you would not be smelling "fumes".

In any case you won't want to operate the engine with the tubing open. It will allow contaminants to get into the engine. At the very least there should be some type of filter attached.
