Not that hard to do by hand?
Make a hardwood die with a router and then slit the cuts with a 1mm angle grinder using a guide and then push them through. Take a look on U-Tube, there are loads of videos of it.
That said, any manufacturer of sheet metal products with a CNC punch machine should be able to do it.
What part of the UK? I know a very good chap nr. Ipswich who can do it...
