It is a negotiation strategy. Negotiated values normally end up in the middle 60% of the difference between original positions.
If she says £10K and I say £20K it will end up being something between £12K and £18K.
If she says £10K and I say £200K it will end up being something between £20K and £180K.
This also leads to the 'failed negotiation' strategy if you don't want to change anything. basically we both agree we should do something but as the cost is going to be between £20K and £180K then we can't afford to do anything so lets spend the money on something else all together.
