You can check the sender unit for continuity with a multimeter. The voltage stabiliser does what it says and just keeps the voltage the same or else as the dynamo or alternator increases the gauge wold go up. If you earth the wire from the temperature sender unit or join the two wires on the tank sender unit the respective gauge should go to maximum. Hope this helps.
