According to one edition (claims to be 3.2) of the IVA manual it must be tethered unless it is locked using the ignition key. According to another edition (1.0) you must only be able to remove the key in the locked postion.
However 1.0 seems to be dated AFTER 3.2 - beats me how you are supposed to know what you are going to be tested against.
Problem is their configuration control is pants.
