Default IVA Legislation effective 29th April 2009

I got a circular from the VOSA this week

IVA Legislation comes into effect on 29th April 2009

Applications for the new IVA will be accepted from 31st March 2009 onwards.

SVA applications will not be processed after 28th February 2009. If you have already got an SVA certificate it will be valid until 31st October 2009 and then its a retest for an IVA.


Here is the link to the current draft manual version 3 for Class M1, the one that relates to four wheels and less then 8 seats ... 2.5meg of it

Clearly for me, because I will not be ready before April, I personally need to know the difference between the SVA and the IVA so I intend to re-read the SVA and study the IVA and compare the differences and talk to the testers.

We are heading for the BASIC (SVA) inspection not the normal (ESVA) by the way.

Emissions PASS levels for engines 1992 on. (Ref V3 IVA manual)
Other levels are specified for earlier engines. The IVA and SVA details these levels and they appear to be the same.

BET Test
Fast Idle Test (2500 to 3000rpm)
CO <= 0.3%
HC <= 200ppm
Lambda between 0.97 and 1.03

Idle Test (450 to 1500rpm)
CO <=0.5%

This is an interesting one this section was not in the SVA it was under a general group heading so it may be an additional section/requirement. In the SVA and the IVA the size of the filler nozzle is mentioned/controlled.
Fuel Tanks, (Ref V3 IVA manual)

5. All fuel tanks must have an earth path to prevent the build up of static
electricity. (this may be a separate bonding or the mounting arrangement
where it does not isolate the tank)

16. The fuel filler cap must either be tethered to the vehicle or be of a
lockable type which utilises the ignition key of the vehicle and where the
key can only be removed when the cap is locked or an automatically
opening and closing, non-removable fuel filler cap.

That will need sorting on my car. Note the words 'ign key'.

Steering Effort (Ref V3 IVA manual)
8. When the vehicle is driven at speeds above 10mph, there must
be a degree of steering “self centring” evident.

This has been the subject of threads on the forum, cannot see it in the SVA specifically.

Service Braking System (Ref V3 IVA manual)
4. The vehicle must be fitted with a split (dual) circuit brake system with
each part of the system operating on at least two wheels (one on each
side), capable of operating in the event of a failure of the service brake
or its power assistance.

This is the same as the SVA so I am unsure how a single pipe to the rear as in the 5Exi passes. Better start that mod now, I have the second outlet on the master cylinder just need the extra piping.

b. Fixed Single Seats (Ref V3 IVA manual)
A typical single seat fixed directly to the vehicle floor is likely to require
• load spreading plates at least 100 x 100 x 4mm thick.
• spreader plates fitted between the front legs and the inside of the vehicle floor
• spreader plates between the rear leg securing nuts and the underside of the vehicle floor.

The charts and diagrams are the same for SVA and IVA so there should be no surprises here.

17 Speedometer (Ref V3 IVA manual)
5. The speedometer must not indicate a speed that is in excess of the true
speed plus the permitted tolerance in the chart below. see note 3

Again same as the SVA.

The IVA appears to be much the same as the SVA, based on a summary read but make your own mind up by reading it.

It details how you/they test and what they are looking for, in the same way as the SVA manual did, so there is plenty of assistance to allow you to mock your own test before the day. If you approach the test centre they will give guidance and advise on aspect you are not clear. I know of one builder who took the complete dashboard in to make sure it would pass before he fitted it.

The MASS and GROSS weight calculations were a failure my first time through with the Hood, but for the 5Exi, axle weights that will give you a pass are now known.
For the budding mathematicians the formula and factors are now shown the only bit missing is the pedal force. SVA showed the formula not the measurements of the factors.
