Default Clutch Pedal Travel

Having just installed the pedal box for what I hope is the final time, I have noticed that my clutch pedal only travels about 2/3rds of the way to the flloor. There isn't any fluid in the system yet. Can anyone else who has got to this stage tell me if that's correct. I don't want to fill the system up with fluid only to find something is not quire right

Ours doesnt go all the way down either. You can double check that its moving all the way by having a look round the back of the master cylinder when you push the pedal in.

Our clutch is very heavy, but I'm hoping this will loosen up a bit as all the clutch parts are new.
