yes, great idea making the extensions vertical...
yes, great idea making the extensions vertical and putting the reflectors on them, should pass IVA wheel arch and reflector requirements no probs!

With regards your seat belt bar, I didn't have one fitted for my IVA and it passed the seat belt anchorages with no prob. Maybe you need to book your IVA in Taunton :)

When Marlin did my bodywork they fixed the wings on with ordinary bolts; just as well I checked them recently as they weren't fitted with nylocs and were already starting to come loose.

You need to mount the front wings so that they cover the tyre at least 30 degrees forward from the vertical, measured from the centre of the wheel. And 50 degrees back, but that's not a problem....
