Without seeing the application and knowing the size of hole/s you're creating, it is difficult to advise but a slow spiral drill will be less likely to snatch I would think and it is also good for drilling plastic/fibreglass afterwards...
Could you not just abrade a hole in the leather with a Dremmel and suitable cutting tool like a burr?
Also, you could always use an old fashioned hand drill for more control but then you would have no hands to keep the leather flat and tight whilst drilling.
