Yep, needs declaring as a radically altered vehicle and won't be MOT exempt. Car has good and bad points -
Good = nice registration number, good colour, will still be tax exempt and has some nice detailing.
Bad = unsuitable seats, nasty rear spats, rear chassis protrusion (maybe left on for the old DVLA inspection?) and that luggage rack would have to go (they just don't look right on a 'racing' car to me).
Overall I'd say that the bad points are all relatively easy to put right, and it could be a cheap way for someone to end up with a nicely finished car.
The real sticking point for a new owner
could be the re-reg process though. I'd want to see a file of photographs of the car before and during the build plus a signed declaration detailing the alterations made from the builder included in the sale.
Watching with interest.
