New to kit cars

Hi all, first of all hope this is in the right section.

I am just about to start my first build and am not 100% sure I understand the SVA set up, are kit cars controlled by emissions ruling generally or does it come entirely down to the original year of manufacture of the donor vehicle?

Also what is the stipulation for the retention of the registration if I am installing a non donor engine and gearbox but essentially retaining the running gear chassis and some of the body, can I keep the old plate?

I would assume both these questions have a number of differing answers dependant on the situation and also I suspect the SVA people on the day.
