Do my wipers need to have different speed settings?

No. The requirement is to have at least one speed setting. The minimum cycle frequency is 45 cycles per minute if only one speed is used. If your wipers have more than one frequency then one of those settings must be at least 45 cycles per minute.
 
A cycle is the forward and return movement of the wiper.
