The braking system must be capable of being operated on all wheels from a single operation from the driver’s position with both hands of the driver being on the steering wheel.

Capable of progressive operation via a split circuit service brake system or via the parking brake control by the driver from the driving position (keeping at least one hand on the steering control).

It must obviously slow the vehicle in both forward and reverse.

The parking brake (handbrake) must be positioned so that it can ‘comfortably’ be used by the driver in the driving position.

The handbrake must be capable of being operated with the vehicle moving.

The handbrake must operate on all wheels on at least one axle.

The handbrake must have an independent mechanical control device which holds the handbrake in the ‘ON’ position
